Montenegro Updates Chemical and POP Regulations to Align with EU Standards
GENEVA, SWITZERLAND / AGILITYPR.NEWS / October 30, 2025 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 153.25 to inform stakeholders of Montenegro’s amendments to its chemical and persistent organic pollutant (POP) regulations.
Issued on October 6, 2025, Official Gazette of Montenegro (OGM) No. 112/2025 updates Annexes 1 and 2 of the Regulation on prohibited or permitted use, production and placing on the market of chemicals that pose an unacceptable risk to human health and the environment (OGM No. 70/2018). The revisions further align Montenegro’s framework with the European Union’s REACH Regulation (EC No. 1907/2006) and Regulation (EU) 2019/1021 on Persistent Organic Pollutants (POP Recast Regulation).
Key updates include:
Annex 1 – ‘Restricted Chemicals’
- Addition of Entry 50a to restrict 18 polycyclic aromatic hydrocarbons (PAHs) in clay targets (aligned with Entry 50a to Annex XVII of REACH, SafeGuardS 53.25)
- Inclusion of dodecamethylcyclohexasiloxane (D6) in Entry 70 with revised restrictions and derogations
- Introduction of Entry 79 on undecafluorohexanoic acid (PFHxA), its salts and related substances (aligned with Entry 79 of REACH, SafeGuardS 145.24)
Annex 2 – ‘POPs’
- Strengthened concentration limit for hexabromocyclododecane (HBCDD) from ≤100 mg/kg to ≤75 mg/kg
- Addition of a new limit for methoxychlor of no more than 0.01 mg/kg in substances, mixtures or articles
These amendments entered into force on October 14, 2025, eight days after publication in the Official Gazette.
