BAAR, SWITZERLAND / AGILITYPR.NEWS / August 07, 2026 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 106.26, highlighting Montenegro’s new framework regulation for food contact materials (FCMs) and articles. The legislation aligns the country’s regulatory framework more closely with EU requirements.

In June 2026, Montenegro issued the Regulation on Materials and Articles Intended to Come into Contact with Food (Official Gazette of Montenegro No. 91/2026). The Framework Regulation transposes European Regulation (EC) No. 1935/2004 on food contact materials and articles into Montenegro’s domestic law.

The regulation establishes general safety requirements for FCMs and articles, including active and intelligent materials and articles, and requires products to be manufactured in accordance with good manufacturing practice (GMP) requirements.

It also provides for specific measures that may apply to a range of material categories, including plastics, paper and board, metals and alloys, ceramics, glass, rubber, silicones, printing inks, textiles, wood and other food contact materials. Requirements may include authorized substance lists, migration limits, purity criteria, testing methods, traceability provisions, labeling requirements and declarations of compliance.

Stakeholders throughout the food contact materials supply chain, including manufacturers, importers, retailers and other intermediaries operating in Montenegro, may be affected by the new requirements and should review their compliance obligations.

The Framework Regulation became effective on July 7, 2026, and repealed Montenegro’s previous regulation on materials and articles intended to come into contact with food.
