SGS Publishes SafeGuardS on Montenegro’s New Toy Safety Regulations
BAAR, SWITZERLAND / AGILITYPR.NEWS / September 10, 2026 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 119.26, reporting on new toy safety regulations published in Montenegro, bringing the nation into alignment with EU safety requirements.
The Toy Safety Regulations, published on August 12, 2026, in the Official Gazette of Montenegro (OGM) as No. 120/2026 (the 'Regulation'), transpose Directive 2009/48/EC, the so-called Toy Safety Directive (TSD), into national legislation.
Included among the key provisions of the Regulation are requirements for toys to comply with safety standards, feature the CE conformity marking and include clear warnings in Montenegrin. Hazard assessments must be performed and technical documentation maintained, and declarations of conformity must be prepared for compliant products. The Regulation also outlines stakeholders' obligations and identifies certain products that are not considered toys.
Manufacturers, importers, retailers and other intermediaries operating in Montenegro will be affected by the Regulation, which became effective on August 13, 2026, and repealed OGM Nos. 4/15 (Toy Safety Regulations) and 65/24 (Amendments to the Toy Safety Regulations).
