SGS Summarizes New Indonesian Legislation for Food Contact Materials
BAAR, SWITZERLAND / AGILITYPR.NEWS / July 31, 2026 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 098.26, focusing on new legislation in Indonesia that establishes compliance requirements for several types of food contact materials (FCMs) and articles.
Regulation No.11 of 2026 concerning food packaging (the Regulation) was issued in June 2026 by Indonesia’s Food and Drug Authority (Badan Pengawas Obat dan Makanan, BPOM). Comprehensive requirements for food packaging materials (FPMs) and food contact substances (FCSs), including migration limits, testing methodologies, positive and negative substance lists, requirements for recycled materials and procedures for safety of new substances and materials, are established.
The Regulation introduces requirements across several chapters and associated Annexes, including:
- Chapter I ‘General provisions
- Chapter II ‘FPMs’
- Chapter III ‘FCSs’
- Chapter IV ‘Reusable food packaging’
- Chapter V ‘Food packaging from recycled materials’
- Chapter VI ‘Assessment’
- Chapter VII ‘Administrative sanctions’
- Chapter VIII ‘Transitional measures’
- Chapter IX ‘Closing provisions’
Stakeholders across the FCMs and articles supply chain, including manufacturers, importers, retailers and other intermediaries operating in the Indonesian market, will be affected by the new requirements.
The Regulation entered into force in June 2026 and will apply from June 30, 2027.
