Safety Standard for Portable Hook-on Chairs Updated by CPSC

BAAR, SWITZERLAND / AGILITYPR.NEWS / April 14, 2026 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 051.26, which reports on the US Consumer Product Safety Commission’s (CPSC) publication of a direct final rule updating the federal safety standard in 16 CFR part 1233 for portable hook-on chairs.

Published in March 2026, the revision of 16 CFR 1233 reflects the replacement of ASTM F1235-18 with ASTM 1235-25. Portable hook‑on chairs are defined as child seating products, usually legless, that are supported solely by a table or similar surface, with the child positioned so that the table can be used as a feeding surface.

Under the Consumer Product Safety Improvement Act (CPSIA), the updated standard introduces new requirements related to battery-powered features, including additional performance and marking requirements for batteries, battery compartments and AC adapters.

The revised mandatory safety standard becomes effective on July 19, 2026, and applies to manufacturers and importers responsible for ensuring the compliance of portable hook-on chairs regulated under section 104 of the CPSIA. The scope of the update applies mainly to products containing batteries, electronic features or AC adapters, which must comply with newly added technical, labeling and testing provisions; however, products without electronic components remain subject to the standard.

SGS experts publish SafeGuardS to keep stakeholders informed about regulatory changes that could impact their business. SafeGuardS 051.26 includes further information about the requirements of the regulation, as well as links to the official text and a read-only copy available in the ASTM reading room.

Stakeholders are encouraged to refer to the original SafeGuardS 051.26 for more details.
